Bitter exchange about BT

A journalist friend posted on FB. One of his contacts commented mentioning Sharad Joshi as an agent of Monsanto. Sharad Joshi is a farmers leader who has explained and proved scientifically/economically why farmers in India are poor. He has done much more for farmers. That is not the topic.
Reading this guy's comment i responded to him. And we had a long and bitter exchange. There are many NGOs in India who get millions from foreign donors whose identity is never known to you and me. They oppose BT vehemently. And they cite no scientific records. Please understand BT is approved by our government. It is also approved by governments in many countries. Again BT is different topic.
The topic of this blog is this exchange of words i had with this guy whom i have renamed as MR. My comments are listed as SU. I have not made any change to this exchange that tookmplace on Facebook tonight. Please have patience and time and read it till the end.

    Who are you to use such derogatory language about Shard Joshi? You call him an agent of Monsanto. Can you provide any evidence to prove charges? You will not find anybody else who has enlightened farmers so much as he has done. He has written agri economics from a new perspective. Time and again he has been proved right with his economic forecasts. FB is a forum for dialogue not one for mudslinging. Let us keep its sanctity. कमकुवत झालेला ’आधार’   
    युपिए सरकारने गॅस च्या सिलिंडर्सवरचे अनुदान वाढवतानाच एक दुसरा मोठा वाईट निर्णय घेतला तो म्हणजे अनुदान आणि ’आधार’ यांची फारकत करण्याचा. अनुदान देताना ते पात्र आणि खऱ्या लाभधारकाच्याच पदरात पडते आहे हे नक्की करण्यासाठी आधारचा मोठा आधारच सरकारला मिळाला असता. पण तसे झाल्यास सरकारी अनुदाने खोट्या, अपात्र लाभधारकांच्या नावावर दिल्याचे दाखवत ते लाटणाऱ्या वर्गाची कमाई बंद झाली असती. आणि त्यासाठीच आधार योजना बारगळावी असा त्या वर्गाचा प्रयत्‍न होता. भ्रष्टाचाऱ्यांना जे हवे ते देणारा युपिए सरकारचा हा निर्णय म्हणजे अनुदानाच्या गळतीला सरकारने दिलेली मान्यताच असे म्हणावे लागेल.
    या निमित्‍ताने आधार योजनेचा अढावा घेणे उचित ठरेल. आधार योजनेद्वारे प्रत्येक नागरिकाला स्वतःची ओळख पटविण्यासाठी एक क्रमांक देण्यात येणार आहे. तसेच आधार कार्डावर त्याची ओळख पटविणारी माहिती जसे अंगठ्याचा ठसा, बुबुळाची प्रतिमा नव्या तंत्रज्ञानाद्वारे छापलेली असेल. ह्या मुळे एका नगरिकाला एकच क्रमांक आणि एका क्रमांकाचा, ओळखिचा एकच नागरिक अशी गाठ कायमची मारण्यात येणार आहे. आधार हा काही नागरिकत्वाचा पुरावा नाही. आधार योजनेवर काही आक्षेप घेण्यात येतात. त्यांचा विचार आपण करुयात.
    आधार योजनेत नागरिकांची जी माहिती गोळा करण्यात येत आहे तिच्या सुरक्षेविषयी काही रास्त शंका उपस्थित करण्यात आल्या आहेत. जसे नागरिकांच्या गोळा केलेल्या माहितीचा दुरुपयोग तर होणार नाही ना? ह्याचे स्पष्ट उत्तर आधार प्रकल्पाचे प्रमुख नंदन निलेकणी यांनी दिलेले आहे. प्रत्येक नागरिकाची गोळा केलेली माहिती अत्याधुनिक तंत्रज्ञान वापरून एनक्रिप्‍ट केल्या जाते. अशा तऱ्हेने एनक्रिप्‍ट केलेली माहिती विशिष्ट डिक्रिप्‍शन सॉफ्‍टवेअर असल्याशिवाय वाचता येत नाही. तसेच गोळा केलेल्या माहितिच्या सुरक्षेसाठी आवष्यक त्या साऱ्या उपाय योजना केलेल्या अहेत असे त्यांनी स्पष्ट केले आहे. आणि आज जेंव्हा बँकांचे व्यवहार निर्धोकपणे संगणकाच्या माध्यमातुन होत आहेत तेंव्हा सुरक्षेची पुरेशी खबरदारी घेतलेली असता आपल्या माहितीचा गैर वापर होईल ही भिती निराधार वाटते.
    आधार योजनेवरचा दुसरा आक्षेप म्हणजे तीवर होणारा खर्च. तो फुगवून रु. ७०,००० कोटी येवढा जास्त असल्याचा आरोप काही जण करतात. पण आधारचे संचालक राम सेवक शर्मा यांनी स्पष्ट शब्दात तो खर्च रु. १८,००० कोटींपेक्षा जास्त नसल्याचे सांगितले आहे. पण आधारचा वापर जर सरकारची अनुदाने देताना लाभधारकाची ओळख पटविण्यासाठी करण्यात आला तर अनुदानाच्या गळतीमधून होणारे नुकसान थांबवून आधार मुळे फायदाच होईल हे दाखवून देता ये‍ईल.
    अन्न सुरक्षा योजनेवर सरकार १,३०,००० कोटी रुपए येवढा खर्च करणार असल्याचे सरकारी आकडे सांगतात. नोव्हेंबर मधे केंद्रिय मंत्री के.व्ही.थॉमस यांनी संयुक्‍त राष्ट्रसंघाच्या प्रतिनिधींसमोर स्वस्त धान्य योजनेतुन २५-३०% येवढी गळती होत असल्याची कबूली दिली होती. म्हणजे अन्न सुरक्षा योजनेवर होणाऱ्या खर्चापैकी निदान तीस हजार कोटी रुपये येवढी गळती हो‍ईल असे मानणे वाजवी ठरेल. ही जी गळती आहे ती खोट्या लाभधारकांच्या नावाने अनुदान लाटल्या मुळे तसेच वैध लाभधारकाच्या नावाचे धान्य त्याला न देता ते खुल्याबाजारात वळवून होत असते. जर लाभधारकाची ओळख पटविण्यासाठी आधार कार्डाचा वापर केला गेला तर ही गळती थांबवता ये‍ईल. कारण त्या मार्गाने खोटे लाभार्थी उभे करणे शक्य होणार नाही तसेच खऱ्या लाभार्थीला लाभा पासून वंचित ठेवता येणार नाही. ही गळती थांबवू शकणाऱ्या आधार योजनेवर होणारा खर्च वाजवी आहे असेच म्हणावे लागेल. महाराष्ट्रात शिक्षणावर २७,००० कोटी रुपए दर वर्षी खर्च होतात. आपल्या राज्यात २०% पेक्षा जास्त विद्यार्थी ’बोगस’ असल्याचे सरकारी पाहणीत दिसून आले आहे. जर विद्यार्थ्यांची, शिक्षकांची उपस्थिती नोंदवण्यासाठी तसेच त्यांची ओळख पटविण्या साठी आधार कार्डांचा वापर करण्यात आला ह्या ’बोगस’ विद्यार्थ्यांवर होणारा खर्च जो दर वर्षी पाच हजार कोटी रुपयां येवढा असेल तो वाचवता ये‍ईल!. प्रत्येक राज्यातुन जर हेच करण्यात आले तर आधार योजनेवरचा खर्च केवळ ’बोगस’ विद्यार्थ्यांवर होणाऱ्या खार्चातुनच करता ये‍ईल!
    आधारवरचा अजुन एक आक्षेप असा आहे की परकिय नागरिकही आधार कार्ड मिळवू शकतात. हे खरे आहे. पण केवळ त्यामुळे आधार योजनाच रद्द करा हे म्हणणे मान्य करता येत नाही कारण परकिय नागरिक वाहन चालकाचा परवाना, पॅन कार्ड, रेशन कार्ड, पासपोर्ट, मतदार ओळख पत्र ई.ई सगळॆच मिळवू शकतात म्हणुन काय ती सारी ओळखपत्रे देणे बंद करावे? नागरिकत्व सिध्द करण्यासाठी वेगळ्या मार्गांचा अवलंब करणे जास्त संयुक्‍तिक ठरेल. तसेच एकदा सर्व भारतियांना आधार कार्ड मिळाले की त्यानंतर कुणाही परकिय नागरिकाला घुसखोरी करता येणार नाही हे स्पष्ट आहे. काही परकिय घुसखोर आधार कार्डाचा गैर वापर करू शकतात हे जरी मान्य केले तरी दुसऱ्या कोणत्याही ओळख पटविण्याच्या मार्गा पेक्षा एका व्यक्‍तिला एकच ओळख आणी एका क्रमांकाची एकच व्यक्‍ती हे निश्‍चित करणारे आधार कार्ड हाच मार्ग जास्त भरवश्याचा आहे असे मानण्यास काही हरकत नाही.
    अनुदान देण्यासाठी जर आधार कार्डांचा वापर करण्यात आला तर अनुदानाची गळती थांबवण्यात ये‍ईल हे स्पष्ट आहे. राजस्थानत रॉकेल वितरणासाठी आधार कार्डाचा वापर करून ८०% येवढे रॉकेल, जे काळ्याबाजारात जात होते ते वाचवण्यात आले. हैदराबाद मधे रेशन कार्डासोबत आधारची ओळख अनिवार्य केल्यावर हजारो बोगस रेशनकार्डे रद्द करण्यात आली या उदाहरणांवरून आधार योजनेची परिणामकारताच लक्षात येते. सर्व अडचणिंवर मात करत जवळपास ६० कोटी आधर कार्डे वितरित केल्याचे आधार विभागाचे म्हणणे आहे. लवकरच देशातल्या प्रत्येकालाच एक आधार कार्ड मिळू शकते. तसे झाल्यास अनुदाने लाटून भ्रष्टाचार करणाऱ्या भ्रष्टाचाऱ्यांची मोठी अडचण होणार आहे. आणि म्हणुनच आधार कार्ड वितरीत करण्याची योजना असफल व्हावी असाच ह्या भ्रष्ट गटाचा प्रयत्‍न आहे. दुर्दैवाने सिलिंडर्सच्या अनुदानासाठी आधार कार्डे अनिवार्य न करण्याचा निर्णय घेवून युपिए सरकारने त्या पुढील प्राधान्य भ्रष्टाचार संपवण्यास नसून भ्रष्टाचाऱ्यांचीच पाठराखण करण्याचे असल्याचे दाखवून दिले आहे. जनतेच्या कल्याण्यासाठी राबत असल्याचे बेंबीच्या देठापासून ओरडून सांगणाऱ्या युपिए सरकारने आपण भ्रष्टाचाऱ्यांच्याच बाजुचे आहोत हेही दाखवून दिले आहे.

विकासाच्या केंद्रिकरणाचे परिणाम 

  काल मला वैयक्‍तिक कामासाठी परभणी मधल्या अत्यंत गर्दिच्या ( नानलपेठ ते वसमत रस्ता मार्गे शिवाजी पुतळा) रस्त्यावरून ३-४ वेळा चकरा माराव्या लागल्या. रस्त्यावरची बेशिस्त रहदारी, खड्डे आणि खड्यात भरलेल्या मातिमुळे हवेत उडणारी धूळ हे सगळे असह्य होते. मी ह्या रस्त्यावर जातच नाही असे नाही पण शक्यतोवर गर्दी चा रस्ता अणि शक्यच नसेल तर गर्दिची वेळ टाळतो. काल नाईलाज होता. अंदाजे येताजाता ४ कि.मी येवढा छोटा हा प्रवास पण काल मी तो ३ वेळा केला म्हणजे १२ किमी. पण पार वैतागुन गेलो. नेमका कालच मुंबईत राहणाऱ्या मित्राचा फोन आला होता. तो सांगत होता २१ कीमी अंतर स्वतःच्या कार मधून पार करण्यास त्याला निदान दिड तास लागतो. मुंबईचे नवे विमानतळ टर्मिनल छान आहे पण तिथे पोंचणे गर्दीमुळे जिकिरिचे आहे असे तो म्हणाला. ह्या दोन्ही अनुभवांवरून एकुणच ’प्रगती’ म्हणजे काय याचा विचार मला करावा वाटला.
    १९९० पर्यंत परभणी अगदी निवांत असे शहर होते (जे परभणीचे नाहित ते परभणीला ’गाव’ म्हणायचे!). रस्ते बरे. गर्दी नाही. अशी परिस्थिती होती. त्याच सुमारास औरंगाबादच्या विकासाने वेग पकडला होता. शिकयला तिथे गेलेले अनेक जण नेहमी म्हणायचे "आपल्या परभणीची डेव्हलपमेंट होत नाही". त्यावर मी नेहमी वादायचो. "डेव्हलपमेंट म्हणजे काय? मोठ्या ईमारती, गर्दी झालेले रस्ते, महागाई येवढेच ना?" माझे बोलणे ऐकून बाकिचे ह्या येड्याशी काय वाद करायचा असे म्हणुन चुप बसायचे. तरिही मला परभणी आवडायचेच.
    १९९० नंतरच्या आर्थिक प्रगतिचे परिणाम हळू हळू पाझरत परभणी मधे पोंचले. शहर आडवे तिडवे वाढले. लोकसंख्या, गाड्यांची संख्या अमाप वाढली. पण रस्त्यांची लांबी रुंदी वाढली नाहिच पण अतिक्रमणांमुळी कमी झाली. याचा परिणाम वाहतुकिवर झाला आणि गर्दीच्या रस्त्यावरून वाहन चालवणे म्हणजे एक नकोसा अनुभव झाला. हीच का प्रगतीची लक्षणे? मला वाटते आपण शहरांच्या आकारमानाच्या वाढिलाच प्रगती समजून चुक करत आहोत. शहरे वाढत आहेत पण तिथल्या नागरिकांना मिळणाऱ्या नागरी सोयींच्या दर्जात आणि प्रमाणात काही गुणात्मक वाढ झाली आहे का याचा विचार करता उत्तर नाही असेच येते. मुंबईच्या लोकलचे सर्वांना खुप कौतुक पण तीमधल्या गर्दिचे काय? सगळ्या शहरांची परिस्थिती थोड्याफार फरकाने सारखिच आहे. सर्वत्र जगणे अवघड होत चालले आहे. मग ह्या प्रगती ने काय साध्य केले? आम्हाला काय दिले? ह्याचे उत्तर शोधण्यास गेलो तर असे दिसते की ह्या प्रगती मुळे प्रत्येकाच्या हाती पैसा खेळायला लागला आहे आणि तोही मुबलक प्रमाणात. जो जो काम करायल तयार आहे त्यास काम आणि पैसा दोन्ही मिळू शकते असे दिसते. पण दुर्दैवाने ह्या कामाच्या संधी शहरातच एकवटलेल्या आहेत. प्रगतीचे केंद्रिकरण शहरांतुन म्हणजे ईंडियातच झाले. ह्या प्रगती ने सर्वांना कमावण्याची संधी दिली आहे केवळ जगण्यातला आनंद मात्र हिरावून घेतला असे खेदाने म्हणावे लागते.
    ज्या वेळेस शहरांची अनिर्बंध वाढ होत होती त्याच वेळी खेड्यांकडे म्हणजे भारताकडे अक्षम्य दुर्लक्ष करण्यात आले. रस्ते, आरोग्य, शिक्षण, पिण्याचे पाणि अशा गरजांची पुर्तता खेड्यांत समाधानकारक रित्या होत नाही हे पाहून खेड्यांतल्या लोकांच ओघ शहरांकडे सुरू झाला. आणि शहरांतही मनुष्यबळाची गरज होती म्हणुन शहरेही लोकांना सामावून घेत होती. पण देशभारात कोणत्याच शहरात पायाभुत सुविधांची वाढ लोकसंख्येच्या प्रमाणात झाली नाही. तरिही खेड्यांतुन परिस्थिती जास्त वाईट होती म्हणुन लोकांचा ओघ शहरांकडे सुरूच राहिला. शेवटी हाती काय उरले तर फुगुन-फुगुन फुटायला आलेली शहरे आणि दुर्लक्षित खेडी. पायाभुत सुविधा शहरांत पुरेश्या नाहित आणि खेड्यात तर त्या नाहितच. विकासाच्या केंद्रिकरणाचा आणि सरकारी अनास्थेचा हा एकत्रित परिणाम आहे.
    खेड्यांतुन आर्थिक विकासाच्या संधी तथा समाधानकारक पायाभुत सुविधा पुरविता आल्यास आपण ही समस्या समाधानकारक रित्या सोडवू शकतो. प्रत्येक खेड्यात जाण्यासाठी पक्के बारमाही रस्ते, खेड्यांतुन चांगल्या शाळा आणि आरोग्य सेवा-पिण्याचे पाणी पुरविल्यास खेड्यांतुन शहराकडे येणाऱ्या लोंढ्यात घट होईल. याच बरोबर दुसरी महत्वाची गोष्ट म्हणजे खेड्यांचा आर्थिक विकास. आणि त्यासाठी कोणतीही गुंतवणुक, प्रशिक्षण ई.ई. करण्याची गरज नाही. केवळ कृषी मालाच्या निर्यातीवरची बंधने काढून टाकुन तथा कपड उद्योग नियंत्रण मुक्‍त करून आपण हे साधू शकतो याची खात्री आहे. लक्षात घ्या सर्वांच्या लाडक्या ’आयटी’ क्षेत्राने १२-१३ साली ६९ बिलियन डॉलर्स येवढी निर्यात केली होती. तर केवळ ३० लाख पेक्षा कमी लोकांना रोजगार पुरविला. याच्या तुलनेत देशातल्या कापड उद्योगाने ३० बिलियन डॉलर पेक्षा जास्त निर्यात करून करोडो शेतकऱ्यांना, शेतमजुरांना, कामगारांना रोजगार पुरविला आहे. ईथे लक्षात घेण्यासारखी महत्वाची गोष्ट म्हणजे देशातल्या कापड उद्योगावर अनेक बंधने सरकारने लादलेली आहेत ज्यामुळे ह्या क्षेत्राची प्रगती खुंटलेली असून आंतरराष्ट्रिय पातळीवर आपला उद्योग स्पर्धा करू शकत नाही ज्या कारणाने आंतरराष्ट्रिय कापड बाजारात आपला वाटा केवळ ४% येवढाच आहे. या उलट चिनने लक्षणिय प्रगती साधत २५० बिलियन डॉलर्स पेक्षा जास्त रकमेचे कपडे निर्यात केले आहेत. आणि चिनला कच्चा माल आयात करावा लागतो हे पाहता चिनची ही प्रगती कौतुकास्पद आहे.
    आपल्या देशातले कापसाचे उत्पादन, कुशल मनुष्यबळाची उप्लब्धता आणि असलेल्या पायाभुत सोयींचा विचार करता आपण कापड उद्योगावर जरी लक्ष केंद्रित करून त्यास विकासाच्या संधी उपलब्ध करून दिल्या तर आपल्या देशातला कापड उद्योग आयटी क्षेत्रापेक्षाही मोठी आर्थिक प्रगती करू शकतो. त्या साठी केवळ कापड उद्योगावर असलेली बंधने काढून त्यास मोकळा श्‍वास घेवू दिला पाहिजे. तसे झाल्यास खेडी संपन्न होतीलच पण शहरेही मोकळा श्‍वास घेवू लागतील. २०२२ मधे आपण जेंव्हा स्वातंत्र्याची ७५ वर्षे साजरी करु तेंव्हा आपण काही साध्य केल्याचे समाधान आपल्याला मिळू शकेल. जर ही संधी आपण सोडली तर आहेच गर्दीने भरलेली बकाल शहरे आणि दुर्लक्षित खेडी.

कुणाची कृषी कुणाचे उत्पन्‍न कशाचा बाजार कशाची समिती

     प्रचंड मेहनत करून आपल्याला खाउ घालणाऱ्या शेतकऱ्याच्या संरक्षणासाठी स्थापन करण्यात आले्ली कृषी उत्पन्न बाजारसमितीच शेतकऱ्याची लूट करते कारण शेती शेतकऱ्याची पण उत्पन्न व्यापाऱ्याचे, बाजार शेतकऱ्याच्या कष्टाचा आणि समिती भ्रष्टाचाऱ्यांची आहे.
    खुला बाजार किंवा फ्री मार्केट म्हणजे म्हणजे असा बाजार ज्यात कोणत्याच घटकाचे शोषण केल्या जात नाही, सर्वांना समान संधी असते आणि ह्या बाजारात मालाच्या व्यापारावर कृत्रिम बंधने घातली जात नाहित. म्हणुन बाजाराचा समतोल साधल्या जातो. अशा बाजारात स्पर्धेला प्रोत्साहन दिले जाते. स्पर्धेमुळे विकणारा आणि विकत घेणारा दोघांनाही फायदाच होतो. अशा बाजारात कुणाचाच एकाधिकार (मोनॉपॉली) नसतो. उत्पादकाला किंवा ग्राहकाला योग्य किंमत मिळवून देण्यासाठी खुल्या बाजाराची गरज असते एकाधिकाराची नाही.
    ही कल्पना समजून घेण्यासाठी २००१ पर्यंत महाराष्ट्रात लागू असलेल्या कापुस एकाधिकाराची तुलना आजच्या बाजाराशी करता हे लक्षात येते की सरकारच्या कापुस खरेदी करण्याच्या ’एकाधिकारामुळे’ शेतकऱ्याची पिळवणुक होत होती आणि मालाला भावही मिळत नव्हता. या उलट २००१ नंतर एकाधिकार संपुष्टात आल्या पासून शेतकऱ्याला चांगला भाव आणि सन्मानाची वागणुक मिळत असून छळवणुक बंद झाली आहे. ग्राहकाच्या दृष्टिने विचार करता दुरसंचार (बी.एस.एन.एल) चे उदाहरण पाहणे योग्य ठरेल. मोबाईल कंपन्या देशात येण्या अधी ही सेवा सरकारी कंपनी पुरवत होती. त्या काळात फोनचे ’कनेक्‍शन’ मिळवण्यासाठी काय काय करावे लागायचे याची कल्पनाही आज कुणाला करता येत नाही. आज स्पर्धे मुळे दुरसंचार सेवांचे दर खाली आले आहेतच सोबत गल्लीच्या कोपऱ्यावरही नवे कनेक्‍शन किंवा रिचार्ज मिळतो. या दोन उदाहरणांवरून उत्पादक आणि ग्राहक यांना एकाधिकार संपुष्टात आल्याने कसा फायदा होतो हे स्पष्ट होते.
    या पार्श्‍वभुमिवर आपण कृषी उत्पन्न बाजार समितीचा विचार करुया. शेतकऱ्यास आपला शेतमाल कृषी उत्पन्न बाजार समिती मधेच विकण्याचे बंधन आहे. तोही समिती कडे नोंदणी झालेल्या व्यापाऱ्यालाच. तसेच शेतमाल राज्याच्या बाहेर नेवून विकण्यावरही बंधने आहेत. असे केल्यामुळे बाजारसमित्या आणि त्यांचे व्यापारी यांना शेतमालाची खरेदी-विक्री करण्याचा एकाधिकार प्राप्त झाला असून शेतकऱ्याला लुटण्याची ती संधीच आहे.
    बाजार समितीमधे मालाचा लिलाव पारदर्शक पध्दतिने व्हायला हवा असाही नियम आहे पण तो पायदळी तुडवला जातो. मोजकेच नोंदणीकृत व्यापारी-दलाल संगनमत करून शेतमालाचे भाव पाडतात असा सार्वत्रिक अनुभव आहे. येवढेच नाही तर नव्या व्यापाऱ्याला नोंदणी करता येणार नाही आणि स्पर्धा होणार नाही असे पाहिले जाते. ज्यामुळे मोजक्याच व्यापाऱ्यांच्या हाती बाजाराच्या नाड्या एकवटलेल्या आहेत आणि हे व्यापारी ह्या नाड्या वाट्टेल तेंव्हा आवळतात याचा अनुभाव २०१० साली कांद्याच्या बाजारात आलेल्या अभुतपुर्व तेजीच्या वेळी देशाने घेतला होता. ’कॉंपिटिशन कमिशन ऑफ ईंडियाच्या’ अहवालात याचा तपशिलाने उल्लेख आहे.
    विविध बाजार समित्यांमधे आकारण्यात येणाऱ्या करांमधे सुसुत्रता नाही त्यामुळे बाजारात असमतोल निर्माण होतो. तसेच मालाच्या वाहतुकिवर बंधने आहेत. त्यामुळे शेतकऱ्यास चांगला भाव मिळवण्यात अडचणी येतात. याही पेक्षा मोठा घोटाळा होतो तो कराच्या रुपाने जमा केलेल्या रकमेचा. बाजारात प्रत्यक्षात झालेली उलाढाल आणि बाजार समिती कडे नोंदवलेली उलाढाल यात मोठी तफावत असते. केलेल्या उलाढालीपैकी थोडीच नोंदवून तिवर लागू असलेला कर समिती कडे म्हणजेच पर्यायाने सरकारकडे जमा केला जातो. उरलेल्या उलाढालीवरील कर व्यापारी आणि बाजारसमितिचे पदाधिकारी वाटून खातात. २०१२-२०१३ साली कृषी उत्पन्न बाजार समित्यांकडे केवळ ४०,००० कोटी रुपयांच्या कृषी मालाच्या उलाढालीची नोंद झाली. पण कॅगने केलेल्या राज्याच्या आर्थिक पाहणी अहवालानुसार राज्यात किमान ४,००,००० कोटी रुपयांच्या कृषी मालाचे उत्पादन झाले (उत्पादनाचे आकडे आणि किमान हमी भाव यावरून ही आकडेमोड केलेली आहे). प्रश्‍न असा उभा राहतो की ३,६०,००० कोटी रुपए येवढ्या किंमतीच्या कृषी मालावरचा कर कुठे गेला? या आकड्यांवरून हा घोटाळा किती मोठा आहे याचा अंदाज येतो. येवढेच नाही तर हा घोटाळा गेली अनेक वर्षे सुरुच आहे हे लक्षात घेता बाजार समितिच्या निवडणुकात वजनदार पुढारी, आमदार, खसदार आपले ’वजन’ का पणाला लावतात हे स्पष्ट होते.
    व्यापारी आणि पदाधिकाऱ्यांनी केलेली पिळवणुक कमी की काय म्हणुन हमाल-मापाडी वेळोवेळी संपाचे हत्यार उपसून शेतकऱ्याला लुबाडतात. शेतमाल वाहनांत भरण्याचा, वाहनांतुन उतरवण्याचा अधिकार केवळ नोंदणीकृत हमालांनाच आहे. दुसरा कुणी जर शेतमाल वाहनांतुन उतरवू लागला तर त्यास हे नोंदणीकृत हमाल मज्जाव करतात. आणि हे नोंदणीकृत हमाल एकाधिकाराच्या बळावर हमालीचा त्यांना हवा तो दर पदरात पाडून घेतात. हमालांना रोजगाराची हमी असावी, त्यांची पिळवणुक होत कामा नए अशा उदात्त हेतुने कदाचित त्यांना एकाधिकार देण्यात आला होता. पण त्याचा कसा दुरुपयोग होतो आहे ते पाहता हा एकाधिकार संपवणेच शेतकऱ्यांच्या हिताचे आहे.
    हे सर्व पाहता बाजार समिती बरखास्त करून शेतकऱ्यास आपला शेतमाल हवा त्याला, हवे तिथे परस्पर संमत भावाने विकण्याचा अधिकार दिल्या जावा ही मागणी शेतकऱ्याच्या हिताचीच आहे या बद्दल दुमत नसावे. शेतमाल विकत घेणाऱ्या व्यापाऱ्यांची संख्या वाढली तर स्पर्धे मुळे शेतकऱ्यांस त्याच्या शेतमालास चांगला भाव मिळेल. तसेच ठराविक बाजारात माल विकण्याचे बंधन बाजुला झाले तरीही शेतकऱ्याचा फायदाच हो‍ईल.
    याच बरोबर किरकोळ क्षेत्रात परकिय गुंतवणुकिला परवानगी दिल्यास परकिय कंपन्या पायाभुत क्षेत्रात गुंतवणुक करतील. ज्यामुळे शेतमाल बाजारात पोंचवणारी साखळी मजबुत होवून शेतमालाची नासाडी कमी होईल. तसेच साखळीची कार्यक्षमता वाढेल ज्याचा फायदा ग्राहकाला-शेतकऱ्याला होईल याची खात्री आहे. खाजगी जिनिंग कंपन्यांनी केलेल्या कापसाच्या आणी खाजगी कंपन्यांनी केलेल्या सोयाबिनच्या खरेदी बाबत शेतकऱ्यांना चांगलाच अनुभव आलेला आहे हे ईथे लक्षात घेतले पाहिजे.
    आणि म्हणुनच बाजारसमित्यांचा एकाधिकार संपुष्टात आल्यास शेतकरी तथा ग्राहक यांचा फायदाच होईल..

मला आप का आपली वाटत नाही

    जंतरमंतर वरच्या अण्‍णांच्या जनलोकपाल साठी त्यांची साथ देत त्यांचा झेंडा उंच फडकवणारे केजरिवाल मला बरे वाटले होते. खरे तर अण्‍णांच्या आंदोलनाला जो जनतेचा प्रतिसाद मिळाला तो केजरिवालांच्या ’मॅनेजमेंट’ मुळेच. जनलोकपाल मधल्या काही तरतुदीं अगदिच अव्यवहार्य होत्या. पण तरिही मुजोर सरकारला झुकायला भाग पाडल्याचे श्रेय अण्‍णा आणि केजरिवाल यांच्या टिमला दिलेच पाहिजे. पण त्या नंतर मात्र ह्या जोडगोळीने भ्रमनिरास केला.
    पहिला मुद्दा आपचा जाहिरनामा. त्यातल्या काही महत्वाच्या मुद्द्याचा ईथे थोडक्यात अढावा घेतला आहे.
त्यांनी विजेचे आणि पाण्याचे बिल अर्धे/शुन्य करण्याचे अश्‍वासन दिले होते. वितरण कंपन्यांचे ऑडिट करून त्यांमधल्या भ्रष्टाचाराला संपवून होणारा फायदा ग्राहकांच्या पदरी घातला असता तर ते समजण्यासारखे होते पण अनुदानांची अशी खैरात करणे बरे नाही.
त्यांनी किरकोळ क्षेत्रात परकिय गुंतवणुकिला परवानगी देणार नाही असे म्हटले. खरे तर शेतकऱ्याच्या दृष्टिने शेतमालाचा बाजार खुला होवून त्यात मोठ्या कंपन्यांची गुंतवणुक होणे फयद्याचेच आहे. त्याचाच विरोध करणे म्हणजे शेतकऱ्याला गरिबितुन बाहेर पडण्याची संधी नकारणे होय.
अतिक्रमणे नियमित करू असे ते म्हणतात. कोणतेही अतिक्रमण हे बेकायदाच असते. मतांच्या राजकारणासाठी राजकिय पक्ष अतिक्रमणांना नियमित करुन देतात. अतिक्रमण करणारांना सरकारी जमिनी बहाल करतात. तसे करण्यामुळे अतिक्रमणे आणि ते करणारांचे धाडस वाढतच जाते. हे थांबलेच पाहिजे. फारतर शहरात गरिबांसाठी सरकारने भाड्याने/विकत घरे उपलब्ध करावित पण अतिक्रमणे नियमित करणे चुकच
सरकारच्या निर्णय प्रक्रियेत जनतेला सहभागी करून घेणे स्तुत्य आहे. पण त्यासाठी जिचा गैर वापर होणार नाही अशी व्यवस्था उभी करणे गरजेचे आहे. तिच्याशिवाय तसे करणे म्हणजे विनाशाला आमंत्रण.

    सत्‍ता हाती आल्यावर केजरिवालांनी जनता दरबाराचे नाटक केले. हे नाटकच होते कारण स्वतः केजरिवाल तक्रारी ऐकणार असे सांगितल्यावर किती मोठ्या प्रमाणावर जनता जमा होईल याचा अंदाज ’आप’ किंवा केजरिवालांना नव्हता असे म्हणणे भाबडेपणाचे ठरेल. तसेच झाले जनता येवढ्या मोठ्या प्रमाणावर जमा झाली की केजरिवालांना पळून जावे लागले. तक्रारी सोडवणे हाच जर त्यांचा हेतू असता तर त्यांनी वेगळे मार्ग अवलंबले असते. त्यांनी जे केले ते केवळ ’बातमी’ होण्यासाठी.
    केजरिवालांचे घर, त्यांची सुरक्षा सगळीच नाटके आहेत. ते दाखवायला गाडी तर स्वतःची वापरतात पण त्यात म्हणे सरकार पेट्रोल भरते आणि चालकही सरकारी आहे.
    त्यांच्या कायदा मंत्र्यांनी परवा कहरच केला. कायदा मोडून परत पोलिसांनाच दम भरला. ते काय कमी होते की काय म्हणुन त्यात भर घालत आज (२०/१/१४) केजरिवालांनी नियम/संकेत/कायदा पायदळी तुडवणाऱ्या मंत्र्याला पाठीशी घालण्यासाठी दिल्लीची सुरक्षा धोक्यात घालत अत्यंत संवेदनाशिल परिसरात ठाण मांडून स्वतःच्या अडमुठेपणाचा पुरावाच सादर केला.
    आणि केजरिवालांचा हा अडमुठेपणाच त्यांची सर्वात कमजोर बाजू आहे. कारण मी म्हणतो तेच केवळ बरोबर आणि बाकी सगळे चुक ह्याच भावनेने ते वागत असतात. आपल्या देशाची विशालता आणि विविधता लक्षात घेता अशी मनोवृत्‍ती असणारा कुणी देशावर राज्य करण्यास पात्र आहे असे म्हणता येणार नाही. कारण त्यांची अनेक धोरणे, विचार अव्यवहार्य असल्याचे सप्रमाण दाखवून देता ये‍ईल पण केजरिवाल आणि त्यांचे टोपीवाले साथिदार काही ऐकायला तयारच नसतात.  
    जनतेच्या समस्या सोडवणे हा त्यांचा हेतू मान्य केला तरिही त्यांचे मार्ग केवळ चुकिचेच नसून अराजक माजवणारे आहेत हे ध्यानात ठेवले पाहिजे.

Disastrous Food Security

Food Security spells Insecurity for Farmers!

UPA-2 finally bought in its most favoured welfare scheme ensuring food security for more than half the Indian population. Though the food security of beneficiaries of this scheme is definitely uncertain but UPA-2 is implementing this scheme only to make sure it can gain political mileage by voter support because of the same. UPA-2 has failed on all fronts. It is desperate to come back to power and since it has nothing to how in its report card, Food Security Bill looks like its last resort. Those who oppose it will be named 'Anti poor' hence the opposition parties cannot openly oppose this scheme. And if they endorse it, the benefit goes to UPA-2! It is a kind of catch 22 situation for all opposition parties.
Let us make it clear that poor of the country must be taken care of. It is the social responsibility of all of us and of course of the government. But how do we do it is equally important.
With implementation of FSB, the government is planning to feed more than half the people with cheap grains. There are a few important factors to be considered for assessment of this gigantic scheme.
Identifying Beneficiaries
How government is going to identify the beneficiaries of this scheme? Whenever in the past it has left this job of identifying beneficiaries of any scheme to its employees, there has been only corruption. Even identifying freedom fighters was not above suspicion! Recently in Maharashtra, lakhs of duplicate beneficiaries of Niradhar Yojana were identified. The government machinery has pocketed thousands of crore rupees in the name of these spurious beneficiaries. Earlier, it was found that the government aided schools have about 25% students who do not exist but the schools keep getting grants for salaries of teachers for these non existing students! Now if the government is planning to rely on same old methods and machinery for implementation of FSB then one can easily understand that it will only give itself a new opportunity for corruption of gigantic scale!
Now if government adapts more scientific Aadhaar based technology co-relating it with data collected during census, we may have some scope of proper targeting. The biometric Aadhaar card makes sure that every individual is accounted for and can have only a unique number and identity it has a mechanism to eliminate duplicate or ghost entries. This time the census had recorded detailed information about houses, white goods in them, sources of income, sources of drinking water and so on. Now if this data is co-related with Aadhaar Id card, then we can have information about most of the Indians based on which, after deciding the criteria of selection, identifying the beneficiaries is a straight forward job. The whole process of census-Aadhaar is such that the responsibility of incorrect entries can be pinpointed to an individual who is responsible for it. Now if the mistakes are punished too, then there will be fewer mistakes in future. This takes care of targeting.
Modes of Delivery
How government is planning to deliver the benefits of FSB to its beneficiaries? Is an important question to consider. Now if it relies on its most inefficient and corrupt PDS then the scheme will only help the corrupt and corruption. Here again government must consider technology seriously. Making people buy grains from open market at prevailing rates and then compensating them for the subsidy amount through direct transfer of cash to their bank accounts seems to be a foolproof way of eliminating corruption. Though not all beneficiaries have bank accounts and also not all have Aadhaar cards but this is a hurdle that can be overcome easily if one is willing to. If the government machinery, which is trying its best to not to let Aadhaar cards reach people, is kept in check and Aadhaar issue is streamlined, more people can be issued Aadhaar cards in shorter time. And remember initially only the representative of a family needs to be given an Aadhaar card. Remaining members can be given the same in second phase. Making people buy grains from open market is the key to curb corruption as if the same commodity is priced at 2 levels in the same market, we end up in pilferage. We have seen this happening with kerosene and grains distributed through PDS. Also pricing same commodity at 2 levels is against open markets-free economy. Besides, the beneficiaries will have better choice to source its grains from any vendor who meets his requirements. This will also ensure that the beneficiaries get the grains of better quality.
Also the government machinery has no infrastructure to handle such huge amount of grains. Its procurement arm, FCI is also deep in corruption. As per an estimate of a senior bureaucrat Mr Arvind Virmani, the 'leakage and administrative expenses' of FCI were 40-55%! Now one cannot expect the same arm of government to procure if one does not want leakages or such huge 'administrative' expenses! Hence the procurement, transportation and distribution is best left to private traders. Considering the huge number of beneficiaries and possible monetory benefits, the private traders would be more than happy to participate. They only need to get Aadhaar card readers to verify the authenticity of beneficiaries. The costs involved are meagre and the benefit are huge.

The drawbacks of this scheme
  • It will lead to corruption: As we have discussed above, if this scheme is implemented through existing machinery, it will be beneficial to the government machinery rather than 'aam janata' as it will lead to large scale corruption
  • It will lead to higher fiscal deficit: The money being pumped in to FS is an investment into completely non productive cause. Hence the return on investment, if any, would be very low. Hence it is clear that the fiscal deficit will rise and economy will be weakened
  • It will lead to increased labour costs for farmers: The MNREGS spelled doom for farmers. As every hand, that asked for it, got some work and daily wage. Not only this, many got paid, though less than what was on record, even for not working! At the same time, more than enough grains were available for less than a day's wage of a single man for the whole family to last for a month. This gave enough money in the hands of rural labourers making them reluctant to work. As a direct consequence of this the cost of wages shot up putting big hole in the pocket of farmers. Just consider that the labour charge for collecting cotton boles from cotton field was about 600/Qtl where as the cotton was sold at ` 3800- ` 4000 ! In other words the labour cost for just plucking cotton was nearly 15%. Now consider all costs for seed, fertilizer, insecticides, labour charges etc. The farmer could hardly recover the costs. Now FSB will increase the labour costs even further. It will take away the reason to work hard from labourers. As a common labourer is working to feed his family, now if gets an alternative then the core reason behind his hard working is taken away and he will be reluctant to work any more. This will be disastrous for farmers.

Does this mean that we ignore the poor and the hungry and the malnourished people of the country? No, certainly we should not. But handing out largesse is not the way for sure. Though this a subject of separate study in details for starters consider following.
  • Government should make villages more 'liveable' by providing better schools, road connectivity, medical facilities and safe drinking water. This will ease the burden on cities as people are moving from rural areas to urban areas in search of better living options as the apathy of the government has turned villages into hell
  • Government should either provide remunerative prices for farm produce so that farmer makes some money or get away from fixing MSP, procurement of farm produce etc. and leave it to private traders. In the present system, the government puts a lot of restrictions on farmers for sale of farm produce. This is a major reason behind poor state of farmers in our country. If government stops meddling and performs the role of a guardian, the farmer will be able to earn more. This in turn will make villages a better option for labourers who are flocking cities in search of work
  • The welfare schemes must be implemented with complete accountability. The system should be such that the culprit must be easy to identify and the punishment must always be given to those who are responsible for any corruption/malpractices
  • Poor people who send their kids to schools, who make use of public toilets, who get their kids vaccinated and who work on farm lands should be given incentives. This will ease the burden on cities and make labour available to farmers
  • With better infrastructure and profitable agriculture, we can provide jobs to most of the people and this will add significantly to our GDP. Our population is an asset if all hands are given work. And apart from agriculture we do not have any other alternative that can do so.

A Journey to Haven and back













I recently went on a pilgrimage of Char-Dham. Yamunotri-Gangotri-Kedarnath-Badrinath. Though not in that sequence but I covered them all. The reason I am writing this blog is to make others aware of pitfalls on this circuit and share my experiences with others so that they can plan their Char-Dham tours better. I started with Badrinath. Lord Vishnu's abode. From Haridwar one has to take Rudraprayag-Karnapryag-Chamoli-Joshimath route for Badrinath. A little ahead of Joshimath, from Govindghat, the road diverts for Hemkund Sahib and Valley of flowers. Hemkund Sahib is an important pilgrimage for Sikhs. Road up to Govindghat is full of Sikh pilgrims and dangerous! Sikh youths on motorbikes fighting with locals and locals holding traffic to a standstill is a regular occurrence. Besides this zone is known for landslides. Therefore a normal 12 hour journey from Haridwar to Badrinath may take up to 18-24 hours.
At Rishikesh one has to get a 'Green card', a certificate of fitness of people and vehicle. It costs only Rs 500 officially but you will be forced to pay upwards of 1000 as a bribe to certifying authorities. This card helps you travel throughout Uttarakhand. I do not know if this 'Green card' is essential for private vehicles or not but for taxis, it is a must.
Badrinath is a crowded place. There are huge queues for darshan and it could be quite chaotic. Taking a bath at hot water kund is treacherous. One has to walk cautiously. When you get a darshan it is 'you-blink-and-you-miss-it' type of affair. You are constantly being pushed forward by security personnel and people behind you. Probably if you bribe right kind of people you may have your peace with God.
My next stop was at Gaurikund, nearly 12 hours journey. From Badrinath you go straight up to Chamoli. From Chamoli you take Gopeshwar-Ukhimath route. On this route there is a lovely hill station named Chopta. The road sees light traffic and is nearly lonely but too beautiful. We spent an hour at Chopta and wished to have spent more. There are lovely green hills and greener valleys. The mist and the rain and the sunlight play hide and seek on hills and in valleys and you see landscapes changing by the minute. The sounds you hear are that of birds only. This is a precursor to what you will be observing through rest of the pilgrimage!
Kedarnath is the place where Adi Shankaracharya took his samadhi after composing his famous 'Nirvana Shatakam'. As you go there and let the scene sink into your mind, you understand why he must have chosen that place for his samadhi. There are giant snow capped peaks of himalaya behind the temple. River Mandakini flows down the slopes of these mountains in the valley below. The valley is guarded by mountains on both the sides. You may see sheep grazing on green hills. They look like tiny white dots. There are numerous flowers in many colours on all sides. Then there are some exotic flowers too. This is heaven for all. For those who are spiritually inclined, for nature lovers, for botanists, for trekkers for walkers for anybody and everybody.
Gaurikund is the base camp for Kedarnath. Vehicles can come upto this point only. The road is too narrow and there is no parking available at Gaurikund. The vehicles take a brief stop here and drop passengers and go down to parking.
Gaurikund to Kedarnath is 14 Km trek. One can take a horse or a palanquin or walk. The weather and hence the scene changes by the minute. It is advisable to start early and go slow. The road up to Kedarnath is a narrow one. The horses climbing up are a little slow, obviously. But those that are coming down are fast. Beware of them. A little push and you may fall down! It is advisable to keep a stick in hand and 'show' it to horse so that it keeps a safe distance. Now if you directly raise your stick towards the horse, you may be in for trouble because the rider and horsewallah may not like it! Hence let the stick rest on ground and let it lean towards the horse as if you are taking support of it. Now this way, nobody doubts your intention and the horse gets the message!
As you walk up to Kedarnath, you see beauty all around you. Plants, flowers, peaks, valleys, cascading waters, nicely decorated horses, sculpted arms of palanquin bearers or little sweet girls like Rajnana! Everything is beautiful around here.
I saw Ranjana in a small tea stall by the road. I wanted to shoot a pic. She was too shy. She hid behind her brother. I requested him for her pic. He convinced her and she came out in open for me to shoot. I got this lovely snap. Can you imagine she has only one arm? She inspired me to keep walking!
The 14 Km walk takes about 8 hours for average people. Those who exercise regularly will find it more enjoying than those who do not exercise. As you feel tired, you come across some elderly lady walking barefoot or an old couple walking with each other's support or a kid enjoying on the back of a horse and you feel the urge to overcome your tiredness and keep going! The road is dotted with tea stalls that serve tea and refreshments and parathas and chholes and aloo subji and all sorts of aerated drinks.
As you go near the top, you are thoroughly tired. The last kilometre is the longest one! My wife, in fact, complained about the last kilometre being longer than 1000 meters! Finally you see the heaven! Green hills on left. Snow covered mountain in front and brown hills with snow capped peaks on right and a green valley with water rushing through it in the middle of all this. No words can explain what it looks like. One must see it through his own eyes.
I was lucky. As I reached Kedarnath it was late afternoon. I dropped my wife at the Ashram where I was staying for the night and came back to the bridge that connects Kedarnath with the road. I was waiting for my other companions. Suddenly somebody shouted behind me and asked me to look at the scene behind. I turned back. What I saw was not from this world. It was divine!
The golden rays of setting sun were falling on some parts of the peaks of Meru-Sumeru mountains behind Kedarnath temple. Snow, where sun rays were falling, was shining like gold. Rest of the scene was a mix of grey-white-black. There was a little mist covering the peaks for a few moments which cleared soon and the golden peaks were visible again. A stream of water was rushing down the slope through pebbles-stones and boulders making a sweet music. Rest of the world ceased to exist for me. I had focused on the peaks and the play of light on them through my camera. Me, my camera and the mountain in front, we became one. I could hear nothing. I could see nothing else. All my senses had become one. I became one with the scene. That was my darshan of Shiva. I was close to my nirvana, my moksha my mukti. It was bliss.
Like all good things in life it had an end too. This being the best, ended quickly too. As the sun set, the light on the peaks started to faint slowly and finally it vanished. The golden peaks became whitish-grey. I came back to this world form the bliss I had experienced.
Later in the evening, I went to temple. There I realised that the 'Shiv linga' worshipped at the temple is a replica of the peaks I had seen earlier!.
People are always worried (and they are force to worry by others) about lack of oxygen at Kedarnath. Yes one feels breathlessness if one exerts a little more. But if one does things slowly one at a time, there is no lack of oxygen to be felt. If you walk briskly with some load on your back, you will feel short of breath. But a slow leisurely walk is a pleasure. Because of cold, people huddle together in small rooms, cover their faces with shawls and scarves and close all windows-doors tightly. This creates an artificial shortage of oxygen in that room and some do die in such conditions. The blame is put on weather at Kedarnath! When I was there I saw a dead man. I enquired about his death and came to know that he was sitting in the basket on the back of a coolie and had wrapped himself in a polythene sheet to protect himself from rain. Naturally he died due to lack of oxygen! In my opinion, even moderately fit people can survive weather at Kedarnath if they take proper precautions.
Climbing down from Kedarnath to Gaurikund is relatively easy. Only keep an eye on horses! We covered it in 6 hours.
From Gaurikund we went to Uttarkashi. It took about 12 hours. On the way we saw a place named Dalla. A small town but a great place to stay. We stayed at Kailash Ashram on the banks of Bhagirathi at Uttarkashi. It was a lovely place. Next was a rest day. We were all tired because of the trek to Kedarnath. We visited a few temples in Uttarkashi.
Though my legs were complaining, I dragged them to a spot on the road that leads one out of Uttarkashi. I wanted to take a few snaps of sunset and reflections of lights in Bhagirathi. I had to wait for quite some time but I was rewarded with excellent snaps at the end. Here is one of them.
Next destination was Janaki chatti, the base camp for Yamunotri trek. It took us about 8 hours to reach there from Uttarkashi. On arrival I was rewarded with excellent snaps of sunset. Again the golden light on the snow peaks!
Yamunotri trek is shorter but it is a straight climb! The road is cleaner as there are fewer people. The valley is full of flowers and unfortunately full of plastic that people have littered. It is a great pleasure to watch white waters of Yamuna rush down the valley. This trek too is a delight to shoot. We took 6 hours to reach the top. I went to the hot water kund straight for a bath and it was exhilarating! I did not want to get out of it but......
The temple is less crowded. You get a darshan peacefully and comfortably. The walk back to Janaki chatti was easy and fast.

From here we went to Gangotri. We stayed at Bhairav ghati about 9 Km away from Gangotri. It was a lovely place. As Gangotri is the origin of a giant river, Ganga, everything is extra large here! The mountains, the trees, the valley...... The river flows so deep that you rarely see the water from the road. The mountain peaks are snow covered. There are very very tall trees on the slopes of mountains.

Darshan at Gangotri was a pleasant affair. There were fewer people on account of a traffic jam, which we had escaped by a few seconds earlier! I walked back to Bhairav ghati with my father for about 6-7 kilometres. It was a lovely walk. I shot many photographs. Our bus picked us up later.
With Gangotri we completed our Char-Dham yatra. Later we visited Dhanaulti, a lovely hill station.
As I look back, I am drawn quickly to the evening at Kedarnath where I experienced bliss. Pure bliss. Now I understand the real purpose of this yatra is to make you realise the real joys of life and vulnerability of your very being. The whole yatra makes you realise how insignificant our lives are when we compare them to vast canvas of nature that unfolds in front of our eyes every moment.
